Full text of the Cabinet meeting statement

Algeria - President of the Republic, Supreme Commander of the Armed Forces, Minister of National Defense, Mr. Abdelmadjid Tebboune, chaired a cabinet meeting on Sunday, which discussed draft laws and proposals related to civil status, animal health protection, and the national plan for autism, according to a cabinet statement, the full text of which is as follows:

President of the Republic Abdelmadjid Tebboune, Supreme Commander of the Armed Forces and Minister of National Defense, chaired a cabinet meeting today, which addressed draft laws, including those on civil status, veterinary medicine, and animal health protection, as well as presentations on the national plan for autism.

Following the Prime Minister's presentation of the government's activities over the past two weeks, in addition to the ministers' interventions on draft laws and proposals, the President of the Republic issued the following orders, instructions and directives:

 

 General guidelines:

At the beginning of the meeting, the President of the Republic instructed the government to work more diligently and more rigorously in the field to resolve citizens' real concerns, away from all forms of media hype. He recalled in this context that the implementation and handling of major social issues is being carried out in direct coordination with the Prime Minister.

- In consideration of the situation of various youth groups, the President of the Republic ordered a comprehensive and final settlement of the situation of young people working in self-employed micro-imports and their protection by integrating them into the regular foreign trade activity, by granting them the benefits stipulated in the law on self-employed entrepreneurs.

The President ordered that they be granted the status of economic agents, which would provide them with social and commercial benefits as an alternative to their current illegal situation with regard to small-scale import operations through ports and airports, which has exposed some of them to the seizure of their goods and the loss of their social balance, by losing their small capital.

The President of the Republic and the Prime Minister have urgently ordered the formation of a committee to determine the mechanisms for the activity of these young people who invest their modest capital in meeting simple needs that have an impact on the market and in limited quantities.

The President ordered that the committee headed by the Prime Minister determine the list of materials that these young people are permitted to import, in order to ensure the continuation of their activity while adhering to the legal and tax regulations.

In another context, the President of the Republic extended his thanks to the Minister of Industry and all sector workers for the significant progress achieved in the field of local sugar production and manufacturing, especially with the entry of new units and factories into service.

The President ordered the adoption of new measures, including the possibility of establishing a National Sugar Office, which would allow for market control in terms of production quantities, meeting national demand, and the amount directed towards exports. This would be done by working according to accurate statistics, which would have a positive impact on the Central Bank.

 

Regarding the Algerian-Slovenian partnership:

The President of the Republic ordered preparations for a working meeting to follow up on the implementation of everything agreed upon by the two countries' presidents in various sectors, most notably the pharmaceutical industry, scientific research, and artificial intelligence.

He ordered a study to prepare for the launch of a maritime line linking Algeria to Slovenia.

 

Regarding the Algerian-Omani partnership:

The President ordered that full attention be given to investment projects and the implementation of the recommendations and decisions of the leaderships of the two countries in various sectors, especially with regard to agriculture and the automobile industry (Hyundai), as well as the project to establish an Algerian-Omani maritime transport company, in addition to launching a maritime line linking Algeria and Muscat.  

 

Regarding the draft civil status law:

Given the special importance of the civil status sector, the President of the Republic has ordered the Minister of Justice to enrich this project with greater precision and depth, while softening its provisions to allow for greater response and consideration of various concerns, especially since Algeria has made significant strides in digitizing the Interior Ministry, a phase that must be followed by greater rigor in protecting civil status in Algeria.

 

Regarding the draft law on the tourist use and exploitation of beaches:

In this regard, the President stressed the importance of all stakeholders assuming their responsibilities, with concerted efforts, led by local authorities. In this context, the President of the Republic called for full coordination between the tourism and interior sectors to ensure proper preparations for the tourist season.

 

Presentation on the extent of implementation of the Financial Action Task Force (FATF) recommendations:

The President of the Republic ordered the implementation of the recommendations in accordance with the provisions of the International Financial Institutions (IFAI) regulations, especially since Algeria has achieved positive steps in recent years, as contained in various financial laws that were implemented within the framework of transparency and integrity, as attested by international financial institutions, particularly with regard to the consistency of the country's economic data and information.

The Cabinet concluded by approving decrees including appointments and terminations of duties in a number of senior positions and jobs in the state.
