Mr. Chaib is participating in a ministerial working visit of the AU High-Level Ad Hoc Committee on South Sudan
The Secretary of State to the Minister of Foreign Affairs, in charge of the National Community Abroad, Sofiane Chaib, participated, from July 6 to 8, 2026 in Juba, in a ministerial working visit of the African Union (AU) High-Level Ad Hoc Committee on South Sudan (C5), which includes, in addition to Algeria, South Africa, Nigeria, Chad and Rwanda.
This ministerial visit was an important step to gain firsthand knowledge of the latest developments in the political and security situation, to assess the progress made in implementing the provisions of the Revitalized Agreement for the Settlement of the Conflict, and to prepare for the first elections since the country's independence, scheduled for the end of this year.
It also provided an opportunity to examine ways to strengthen confidence-building measures and consolidate the peace process, particularly in the lead-up to these deadlines, in accordance with the provisions of the declaration issued at the summit meeting of the AU High-Level Ad Hoc Committee on South Sudan, held on 15 February 2026 in Addis Ababa.
The program for this visit included a series of intensive meetings and high-level consultations, including an interview with the President of the Republic of South Sudan, Mr. Salva Kiir Mayardit, as well as discussions with the Minister of Foreign Affairs and International Cooperation, Mr. James Pitia Morgan, in addition to several members of the Transitional Government of National Unity.
Working sessions were also held with the various national actors involved in the electoral process, including the National Elections Commission, the National Constitutional Review Commission and the Council of Political Parties, as well as with representatives of the political parties that signed the Revitalized Peace Agreement.
The visit included meetings with regional and international organizations responsible for monitoring the political process in this brother country, including the African Union Mission in South Sudan, the Intergovernmental Authority on Development (IGAD), the United Nations Mission in South Sudan (UNMISS), the reconstituted Joint Monitoring and Evaluation Commission (RJMEC), and the International Committee of the Red Cross.
The meetings were also expanded to include representatives of civil society and international partners, including the Troika countries (the United States, the United Kingdom and Norway), in addition to Canada and the European Union.
During his various interventions, Mr. Chaïb reaffirmed Algeria's constant support for the sovereignty and unity of South Sudan, as well as its full solidarity with this brotherly country in its efforts to complete the building of its institutions and to realize the aspirations of its people to live in peace and prosperity.
He also recalled the central role played by Algeria in supporting efforts to find lasting solutions in South Sudan, especially during this pivotal stage of its transition process.
In this context, the Secretary of State stressed a set of fundamental principles capable of guaranteeing a smooth and secure transition to the next stage, emphasizing in particular the consolidation of dialogue and inclusivity, the adoption of a clear and realistic electoral roadmap, as well as addressing the various security challenges, in order to create the conditions conducive to the organization of credible elections.
He further stressed that the full and serious implementation of the revitalized Peace Agreement remains the most effective approach and the main guarantee for achieving genuine national reconciliation and overcoming the security, political and humanitarian challenges facing South Sudan.
