"The President of the Republic, Mr. Abdelmadjid Tebboune, Supreme Commander of the Armed Forces, Minister of National Defense, chaired today a meeting of the Council of Ministers which focused on a draft law governing mining activities, presentations on the mechanisms for supporting women victims of violence and new measures related to the retirement of teachers and professors of national education, and on the state of team sports and elite sport."
"After the presentation by the Prime Minister of the activities of the Government over the last two weeks, and after listening to the interventions of the Ministers on the draft laws and the presentations, the President of the Republic gave the following instructions, directives and guidelines:
-The President of the Republic has ordered the Government to judiciously execute the various approved investment projects and to rationalize expenditure in accordance with the commitments and guidelines given, while respecting the deadlines for completion of all projects.
Regarding the draft law governing mining activities
-The bill was approved taking into account the following instructions and guidelines:
The President of the Republic affirmed that mining activity is of particular importance for the State and requires the guarantee of modern means for the development and control of this vital activity.
- Mr. President ordered to introduce new technologies and scientific solutions, to eliminate all that is bureaucratic in research and exploitation operations, in view of the potential that the country has in the field of mines, as is the case with the marble activity.
- Mr. President ordered the development of a comprehensive approach on the most effective methods to invest more in this sector, through new, more in-depth studies and capable of guaranteeing the future of future generations.
- Mr. President has ordered that the exploitation of certain rare earths be excluded for the time being, as investments are a good intended for future generations.
Regarding the progress report on the digitalization process:
- The President of the Republic has ordered the immediate dispatch of a commission of inquiry to the Postal and Electronic Communications Regulatory Authority (ARPCE) to follow up on the case concerning the obstruction of the issuing of operating permits for digitization equipment for the benefit of the High Commission for Digitization.
- The President of the Republic ordered to clarify and define the priorities in the digitalization process, with emphasis on interests with an economic and financial dimension, public and private land assets, as strategic objectives falling under national sovereignty.
- Mr. President affirmed that the digitalization operation is part of the orientation towards deep reforms that require precise and up-to-date statistics, to make the right, transparent and appropriate decision.
On the mechanisms for supporting women victims of violence:
- The President of the Republic has placed emphasis on the protection of women, whatever their position and role within society, especially since they occupy an important place in different areas today.
- The President of the Republic has instructed the Minister of Justice, Keeper of the Seals, as well as the Minister of National Solidarity, Family and the Status of Women, to coordinate with the Prime Minister, with a view to finding additional legal mechanisms to protect women as much as possible.
Regarding the state of team sports and elite sport:
- Mr. President ordered to rebuild handball in a scientific, correct and modern way, with specialists, including foreign ones, emphasizing the State's willingness to finance and support, to restore all its former glory to Algerian handball.
Regarding the new measures relating to the retirement of teachers and professors in National Education:
- The President of the Republic has ordered to reduce by three (03) years the retirement age for all teachers in the Education sector in all cycles, given their important role as trainers.
General guidelines:
- Mr. President instructed the Minister of Transport to modify the work system in the ports before the end of the current month, according to the 24/24 system, particularly in ports with economic activity, namely: Djendjen, Algiers, Béjaïa, Annaba, Oran and Mostaganem, by involving all operators present in the ports, the objective of this decision being to follow the economic dynamics and reduce the additional expenses of ships waiting to dock for long periods.
- Extension of maternity leave to five months instead of three and a half months currently.
Before the end of the meeting of the Council of Ministers, decrees and individual decisions on appointments and termination of functions to senior state positions were approved.
