Press release from the Council of Ministers


The President of the Republic, Supreme Commander of the Armed Forces, Minister of National Defence, Mr. Abdelmadjid Tebboune, chaired a meeting of the Council of Ministers on Sunday, devoted to presentations focusing in particular on digitalisation, transport, scientific research and archaeology, according to a statement from the Council of Ministers, translated by APS:
"The President of the Republic, Mr. Abdelmadjid Tebboune, Supreme Commander of the Armed Forces, Minister of National Defence, chaired today a meeting of the Council of Ministers, devoted to presentations relating in particular to the National Portal of Digital Services and its commissioning, the means of fighting forest fires, the financing of the project to build the Laghouat-Ghardaïa-El Meniaa railway line in its first section, and the creation of the High Council of the National Scientific Community Abroad and the National Archaeology Agency.

Mr. Prime Minister, regarding the Government's activities over the past two weeks, the President expressed his thanks to the Minister of Finance and the Governor of the Bank of Algeria, in particular, and to all the managers and workers in the finance sector, in general, for their efforts which enabled Algeria to be removed from the Financial Action Task Force (FATF) grey list.
On the occasion of this great achievement, the President recalled that Algeria's reputation had been severely tarnished internationally due to the financial excesses that prevailed before 2019, stressing that this decision constitutes international recognition attesting that Algeria has now definitively and irreversibly freed itself from the era of money laundering and crimes related to capital movements.
- The President of the Republic also instructed the Ministers of Finance and Justice to work rigorously and firmly to prevent any overreach in financial transactions in the future and to guarantee transparency, particularly in light of the economic, financial and judicial reforms undertaken by Algeria since the election of the President of the Republic in 2019, and in accordance with his commitment to consolidate Algeria's international reputation at all levels.
Regarding the National Digital Services Portal:
- The President of the Republic affirmed that the effective commissioning of the Digitization Portal aims to improve management, reduce expenses and increase efficiency in the administration of state and citizens' affairs, making their lives easier and strengthening their well-being.
- The President of the Republic has instructed the High Commissioner for Digitalization, with the rank of Minister, to develop the national social card before the next social year, which will lead Algeria towards a new era of social justice, within the framework of the vision of a modern and strong State, equipped with a digital system guaranteeing national sovereignty and curbing all forms of fraud and corruption.
Regarding the financing project for the construction of the Laghouat-Ghardaïa-El Meniaa railway line, in its first section:
- The President of the Republic has ordered the acceleration of the launch of the various projects of this strategic project with multiple economic dimensions, in view of the economic dynamics and jobs that it will generate.
- The connection of Hassi Messaoud to this line to reduce costs and distances, while increasing Algerian exports from the new Hassi Messaoud refinery, which is scheduled to enter service soon.
Regarding the creation of the High Council of the National Scientific Community Abroad:
- The Council of Ministers approved that the High Council of the National Scientific Community Abroad should be an advisory body under the Presidency of the Republic, with financial and administrative autonomy.
- The President of the Republic has called on all Algerian children among the scientists established throughout the world to participate and contribute to the development project aimed at raising the country to the rank of advanced nations, by making use of their expertise.
- The President of the Republic expressed the pride of the Algerian nation in its established skills throughout the world, pledging to open the doors wide to them so that they can contribute freely, alongside their counterparts in Algeria, to the development of the country to raise it to the rank of advanced countries.
Regarding the creation of a National Archaeology Agency:
- The need to revitalize research and exploration activities for the benefit of Algerian scientists and researchers in archaeology, by guaranteeing them greater scientific freedom, in order to definitively move beyond the phase of exploiting already discovered remains and to continue excavations with a view to discovering other remains from different periods of human history in Algeria.
- The creation of a National Archaeology Agency, endowed with autonomy from any administrative hierarchy and established as an industrial and commercial entity.
- The President of the Republic has ordered that this agency be equipped with a police force responsible for the protection and surveillance of everything related to archaeology, in all its forms, given its field missions of an exploratory and research nature.
- That this agency be placed under the direct supervision of the Presidency of the Republic.
Before the close of the Council of Ministers meeting, the President of the Republic gave instructions for the creation of an Algerian-Chinese company responsible for cleaning all Algerian ports from East to West, just after the completion of the Annaba port extension project, and this in anticipation of its entry into the phase of exporting Algerian phosphate abroad, after the completion of the mining railway line linking the Bled El Hadba mine in Oued Kebrit to the port of Annaba.
