Signing of a decentralized cooperation agreement between the wilaya of Setif and the Tomsk oblast, in Russia


A multi-sectoral decentralized cooperation agreement was signed on Wednesday at the headquarters of the wilaya of Setif, between the local authorities and the Tomsk oblast (administrative division) of the Russian Federation.
The signing ceremony of this agreement was supervised, on the Algerian side, by the wali of Setif, Mustapha Limani, and, on the Russian side by the vice-governor of the Tomsk oblast, Vassili Potemkine, in the presence of officials from both delegations and operators active in different fields.
In a welcoming address, the governor of Setif stressed that this convention "is part of the realization of the common will of Algeria and Russia to strengthen their relations of cooperation and partnership, and to translate the results of the strategic partnership that unites the two friendly countries into concrete projects and initiatives on the ground."
Mr. Limani added that this convention "also reflects the strength of the relations of friendship and cooperation uniting the People's Democratic Republic of Algeria and the Russian Federation, based on the 2001 Strategic Partnership Declaration and the 2023 Deepened Strategic Partnership Declaration, thus opening new prospects for cooperation in various areas of common interest."
The governor of Setif also stressed, on this occasion, that the economic, scientific and tourist assets of the Setif province "make it a promising hub for investment and international cooperation", adding that the signed cooperation agreement constitutes an "appropriate framework for the development of partnerships in the economic, scientific and cultural fields, as well as for the exchange of expertise and experiences between the two parties within the framework of a relationship based on the win-win principle".
For his part, the vice-governor of the Tomsk oblast praised "the level of Algerian-Russian relations" by expressing his "satisfaction" with the prospects for cooperation offered by this convention and the wish of the Tomsk oblast to establish effective partnerships with the wilaya of Setif in various fields.
The signing ceremony took place in the presence of the Deputy Director of Decentralized Cooperation at the Ministry of the Interior, Local Authorities and Transport, the Acting President of the People's Assembly of the Wilaya of Setif, members of the Wilaya Security Commission, the Regional Delegate of the Algerian Council for Economic Renewal (CREA), the President of the Chamber of Commerce and Industry "El Hidhab", the Director of Ferhat-Abbas University (Setif 1), as well as members of the local executive, Algerian economic operators and a large Russian delegation.
